AFP Calls on Legislature to Cut Spending in Response to Shortfall
Shortfall Created by Twenty-One Percent Spending Increase Should be Addressed by Immediate Spending Cuts, Privatization of Government Services
SALEM – Americans For Prosperity-Oregon State Director and former State Representative Jeff Kropf announced today his organization’s support for spending reductions and privatization initiatives to close the shortfall caused by reckless spending by the 2007 Legislature. The State economic and revenue forecast released today showed the current budget is $140 million short of balance as Oregonians have lost jobs and income in the recession. The 2007 Legislature increased General Fund spending by $6 billion, or 21 percent – one of the largest budget increases in State history. Oregon law requires a balanced budget.
Oregon is only a few years removed from its last budget crisis, brought on by another period of overspending and a slowed economy due to the 9/11 attacks. The 2007 Legislature dramatically raised taxes and fees so that government workers could be given outsized salary increases and the most generous government worker benefit package in the nation.
“It’s like déjà vu all over again,” said Kropf. “By its irresponsible spending policies, Oregon’s Legislature has led our State to the same precipice twice in less than a decade. The Legislature should act to reduce spending at the earliest opportunity, should develop a plan to reduce taxes and fees to create jobs, and then begin a serious discussion of privatizing government services as so many other state and local governments have.” Kropf urged the State to immediately begin reducing its workforce, since salary and benefit payments make up the majority of State spending and layoffs would be the quickest way to balance the budget.
The 2007 Legislature also increased taxes on business – purposefully killing jobs. Recently, Governor Kulongoski approved salary increases for State managers of 11 – 24 percent over two years, while thousands of Oregonians working in the private sector were losing their jobs. The Cato Institute recently gave Governor Kulongoski a grade of “F” for his performance as a fiscal manager.
“Any tax increase in a recession will only make the recession worse,” concluded Kropf. “AFP stands ready to work with its members and partners around the state to refer any tax increase to the ballot. Voters showed their good judgment by rejecting two huge income tax and a cigarette tax increase earlier this decade. We are confident they will continue to understand economics better than the Governor and the Legislature. The people of this state have to live within their means – and so should the government.”
