Please send your contribution to: Concerned Oregonians, 15685 SW 116th Ave., PMB 299, King City, OR 97224 Our Future with SB 2 Last week, the New York Daily News reported that the New York Supreme Court (a trial court) has determined that an employer can be required to answer interrogatories about his religious beliefs when those beliefs are "relied upon to form a basis of discrimination against a person who is a member of a protected class." The defendant argued that his individual associational privacy rights under the First and Fourteenth Amendments and his individual beliefs and freedom of exercise of religion under the religion clauses of the US and NY Constitutions are absolute, and that no compelling state interest exists so as to compel him to divulge those beliefs. Disagreeing, the judge concluded: "It is the duty of every Court to guard jealously the great right and privilege of free exercise and enjoyment of religious profession and worship without discrimination or preference, with all the power that the Court possesses, but no person should be permitted to use that right as a cloak for acts of discrimination or as a justification of practices inconsistent with the protections against invidious discrimination proscribed in New York State law." Without ruling whether any answer given would be admissible at trial, the judge has required the defendant to answer the following questions: "State whether defendant believes that 'homosexuality is a sin against God.'" "State whether defendant believes that 'gays and lesbians are doomed to eternal damnation." "State whether defendant regards homosexuals as 'repulsive.'" If SB 2 becomes law in Oregon, all employers will be faced with the prospect of enormous law suits, penalties and fines if they don't comply with the Governor's 'new morality,' all because of their religious beliefs, and a minority driven to ensure their behavior is accepted without question. Matching Grant Goal Surpassed!

$20,204.00 has been received as of July 21st toward the $15,000.00 matching grant!

We are rejoicing and giving thanks for everyone who gave toward this important need, as well as all who could not give yet were praying that our need would be met.

The America our forefathers worked and died for, and which many of us remember, is in jeopardy. The moral freefall brought on by unbelievers under the power of Satan, and the uninvolvement of Christians, has led to control of our most influential institutions by the godless. Only men and women of God who recognize the overcoming power of faith leading to right actions will be able to set it back on the course our Founders envisioned and intended. You are playing a part in the calling of our time. May God be your daily portion and may you know His strength in the midst of the battle.

Take courage, the battle rages here in Oregon to exchange the truth for a lie as it relates to marriage and immoral behavior. We won the first round in 2004 with Measure 36, and now those who wish to re-order America after a pagan vision, are challenging us to stand firm, and stand firm we must, for our children, the laws of God, and to honor His Name.

If you have not signed petitions 303 and 304, make the commitment to do so and find 9 others who will do likewise. Action by the citizen himself is the essence of a Republic, and the assurance that we will place both these irresponsible and flagrantly immoral bills on the November 4, 2008 ballot . Then, all registered to VOTE Oregonians will have opportunity to ensure that Oregon state and local government serve only at the approval of the VOTERS.

This was another busy week on Capitol Hill! Here are some of the things going on in Washington, D.C.…

Hate Crimes:

Senators Ted Kennedy (D-MA) and Gordon Smith (R-OR) filed the Matthew Shepard Local Law Enforcement Hate Crimes Prevention Act (S. 1105) as an amendment to the Department of Defense (DOD) Reauthorization bill.

Late this week Senator Harry Reid (D-NV) pulled this bill off the Senate floor precluding the consideration of amendments. There are over 100 amendments that have been filed on this bill so it is possible that when they reconsider this legislation, Hate Crimes will not come up. For Sen. Reid to bring this to the floor he will need either unanimous consent or to file cloture and get 60 votes. (Right now if this legislation reached the floor, we believe that the vote would be 65-35 – which means that we really need to solidify some votes in order to sustain an anticipated Presidential veto.) If your Senator is one of the following, please make sure that you and your family/friends contact him/her at 202-224-3121 and urge them to oppose hate crimes: Senators Alexander (TN), Ensign (NV), Coleman (MN) and Stevens (AK).

Broadcast Indecency:

The Senate Commerce Committee passed a bill, S. 1780, introduced by Senators Jay Rockefeller (D-WV), Ted Stevens (R-AK), Daniel Inouye (D-HI) and Mark Pryor (D-AR) that affirmed the Federal Communications Commission 's ability to restrict the use of profanity and indecent images during times of day when children are most likely to be in the viewing audience.

The bill that passed the Senate Commerce Committee contained the same language as an amendment to the Financial Services Appropriations bill introduced by Senator Sam Brownback (R-KS) last week. During the Appropriations Committee mark-up, Sen. Brownback's amendment failed a voice-vote because the Committee lacked jurisdiction, and Sen. Inouye stated that he would consider this bill in the Commerce Committee. Immediately following the Financial Services Appropriations mark-up, S. 1780 was introduced. Sen. Inouye, as promised, moved quickly to get this legislation done!!

Please call Senator Inouye's office at 202-224- 3934 and thank him for his efforts! Also, please contact your Senators and urge them to cosponsor and support S. 1780.

SCHIP:

Yesterday, the Senate Finance Committee approved $60 billion for the State Children's Health Insurance Plan (SCHIP). The President has threatened to veto the bill if the increase was above $50 billion.

This reauthorization would cover children in households with incomes up to 300 percent of the federal poverty line (currently the law covers households with incomes up to 200 percent of poverty). For a single mother with two children, that would be $51,510 a year. It also covers about 600,000 adults — mostly low-income parents but also some who do not have children.

Please contact your Senators at 202-224-3121 and urge them to vote against SCHIP.

Abstinence Education:

Good news – President Bush signed the 3-month extension for Title V Abstinence Education funding. Now, we need to do a full court press to get Congress to fully reauthorize Title V funding.

Also, we are in the throngs of another Abstinence Education funding fight. The House has approved a funding increase ($28 million) for Community-Based Abstinence Education (CBAE) in its Labor HHS Appropriations bill and protects the A-H definitions that are critical to abstinence education. Your immediate assistance could help protect pro-life counseling centers in Oregon from a state Senate bill that would silence them.

Pro-abortions groups Planned Parenthood of Oregon and NARAL Pro-Choice of Oregon are pushing a bill that could ultimately be used to shut down pro-life pregnancy-resource centers in the state.

Under SB 776, the Department of Human Services (DHS) would be required to collect and study data on all aspects of the state's pregnancy-resource centers (PRCs). It would establish a toll-free number and online complaint form for the DHS to track and investigate complaints against PRCs.

The legislation presumes that PRCs are using "deceitful" tactics to "mislead" and manipulate women into choosing life over abortion. Some PRCs are health clinics that offer counseling and ultrasound imaging. DHS would also examine the religious affiliations and counseling methods used by PRCs.

Carrie Gordon Earll, senior director, issue analysis at Focus on the Family Action, said the legislation is evidence that PRCs have hurt the abortion clinics' bottom line. Every woman who chooses life for her preborn child represents decreased revenue for the abortion clinics.

Abortion clinics also don't want PRCs competing with them for federal dollars, Earll said.

"Even though the pro-abortion groups have been feeding at the public trough for years, they don't want organizations that are providing pro-life alternatives to remain open, much less receive even a penny of funding," she said. "This is clearly the first step in an attempt to shut down Oregon's PRCs and deny women true choice in making decisions about unplanned pregnancies."

Pastors Day at the Capitol

SB 2 which has passed the Oregon Senate and is now on its way to the House, will compromise churches and ministries from operating by a biblical worldview. It will elevate peoples sexual orientation, guys, lesbians, bi-sexuals, and transgenders, to a special class of citizenship, in effect, forcing all organizations not only to respect them but now value there lifestyle as well. As Christians, we love people of all sexual orientation, but it is not ok to have to value there lifestyle anymore then we should have to value any other type of sinful behavior.

I wanted to let you know about the latest project Oregon Family Council is working on to oppose SB 2. While we are doing our best to communicate our concerns with SB 2 - particularly related to the poor religious exemption, which does not include non-sectarian religious organizations - we believe that the greatest impact to fix the exemption is pastors and religious leaders visiting with their elected representatives personally to express their concersn.

To that end, we are promoting a "Pastors and Religious Leaders Day at the Capitol." We are hoping that leaders from all parts of Oregon's religious community will take the time to meet with other leaders and their representatives. We have planned the event for Thursday April 5.

We are currently preparing a letter to be mailed to a broad list of religious leaders, particularly the 1800 churches that Oregon Family Council communicates with on a regular basis. Our hope is that the letter is signed by a diverse group of pastors and religious leaders, including you.

I have attached the letter, and included those who to this point will be signing. Because we are pulling this event together so quickly, we will need to have the invitation in the mail by tomorrow afternoon, and so would need your approval and a fax or email copy of your signature by Friday morning.

As you probably know, Rep. Chuck Burley, who represents Bend, will be a key vote on this issue. We hope that you will not only be able to sign the letter, but also attend the event, and bring pastors or church leaders from Bend with you. Rep. Burley needs to hear from churches in his district about the necessity of a strong religious exemption!

Do not marvel when I say entire cities can be saved. The Scripture tells us (in Isaiah 60:1-3) that nations will come to our light and kings to the brightness of our rising!

"He then began to denounce the cities in which most of His miracles were done, because they did not repent" (Matthew 11:20). Jesus has a word to say, not only to us as individuals, but to entire cities as well. In anger He rebuked Chorazin, Bethsaida, and Capernaum (Matthew 11:21); with tears, He cried out to Jerusalem (Luke 13:34). If Jesus expected cities to repent in the first century, He expects cities today to repent as well.

It was in this very context of reproving cities, however, that Jesus made a statement which unveiled the scope of God's redemptive power. Listen to His rebuke, but also to its hidden promise. He said, "For if the miracles had occurred in Tyre and Sidon which occurred in you, they would have repented long ago in sackcloth and ashes" (Matthew 11:21).

Tyre and Sidon were Gentile cities known for their debauchery and sin. Yet, Jesus said that His life, revealed in power, can bring even the vilest of cities, places which ought to be destroyed, to "sackcloth and ashes." The strategy, therefore, to win our cities is for the Church to reveal Christ's life in power. Yes, the revelation of Christ in us as individuals, and the power of Christ displayed corporately through us, can turn our worst cities back toward God!

Today, many cities are ripe for revival. What hinders the turning of the people's hearts? Part of the answer lies with the Church, with our sins of self-righteousness, indifference, and unbelief. The Lord said if His people would humble themselves and pray, seek His face and turn from evil, He would then heal their land (see 2 Chronicles 7:14). The future does not belong to the world; it belongs to the transformed Church. Indeed, let us never forget: God "desires all men to be saved" (1 Timothy 2:4). With this in mind, Paul taught that entreaties and prayers should be made on behalf of all men, "for kings and all who are in authority" (1 Timothy 2:1-4). The sacrifice of Christ provides for the salvation of all men. Heaven waits only for the Church to act.

Jesus continued His rebuke of cities, saying, "If the miracles had occurred in Sodom which occurred in you, it would have remained to this day" (Matthew 11:23). Amazingly, when Christ is manifested in power, Jesus said even Sodom could find repentance!

I have heard many ministers compare Los Angeles or New York to Sodom. Good. These cities have seen hell, now let the Church show them Heaven. They need to see Jesus revealed in His Church. The promise of Christ is that even Sodom could repent in the atmosphere and revelation of Christ's power. If there is hope for Sodom, there is hope for your city as well!

The Obstruction to Revival: Complacency

When we picture cities, we tend to see skylines and factories, streets and schools. Jesus, however, sees people. He beholds husbands arguing with wives while their children tremble in fear. He sees drugs being sold on playgrounds and teenagers having abortions. He suffers at the bedside of the infirm. The heart of Christ grieves with the loneliness of the elderly and identifies with the struggles of the handicapped.

Yes, the eyes of the Lord probe the spirit and humanity of the city. From His eternal perspective, He also beholds the most terrible event known to man. He sees the overwhelming horror, the utter despair an unsaved person experiences as he realizes he is, indeed, dead and going to hell. And, in the midst of it all, He sees the Church--His Church, purchased at the cost of His own precious blood--sitting comfortably and amused, remote control in hand, watching television.

Jesus does not have a problem with the hot or cold dimensions of life. It is the lukewarm that He will spew from His mouth (Revelation 3:15-16). What stopped the cities of Chorazin, Bethsaida and Capernaum--communities that already had the blessing of Christ's healing--from embracing ongoing renewal? They assumed Christ's love was given only to enrich them. All they saw were the rewards of Christ without understanding His requirements.

The Church today is frighteningly similar in attitude to these ancient cities. The majority of the first century saints gave their lives to Christ with the full knowledge they would face persecution, suffering and, possibly, death for their faith. Such was the character and vision of the Church in the first century.

The main emphasis of much of our Christianity, however, is to help believers become "normal." So much of our contemporary teaching keeps alive the very nature Jesus calls us to crucify! We need to reevaluate our preaching. Are we preaching the Cross and the call to follow Jesus? What are we training our people to become?

Please hear me, the Father's goal is not merely to bless us, but to transform us into the image of His Son! He desires to use us to turn our cities back to Him. But God has made no provision for the healing of our land apart from us becoming Christlike! Once we realize this vital truth, we shall return to the source of New Testament Christianity, and our cities will have hope for redemption. When the Church demonstrates the love and power of Christ, repentance and revival can occur even in a place like Sodom.

Lord, forgive us for our unbelief and apathy. You have promised that even Sodom would come to You at the revelation of Your character and power. Transform us, Lord Jesus, for the sake of Your glory and the renewal of our cities.
