Referendum Progress Report May 31, 2007 General Information Referendums to place Oregon House Bill 2007 - instituting so called 'same sex marriage' by another name (domestic partnerships), and Oregon Senate Bill 2 - granting special rights to those who engage in certain types of immoral behavior - are underway in the State of Oregon. Petitions have been approved by the Elections Division, and initial printings are being distributed.
Requirements for Circulation Both petitions REQUIRE that each bill accompany the petitions and be immediately available (at hand) wherever the petitions are circulated, whether in a church, public place or by an individual. PLEASE DO NOT VIOLATE THIS REQUIREMENT. Those who oppose our efforts will seek the dismissal of our petitions if they can find anyone circulating the petitions without both bills being in their possession.
Progress Report Petitions have been distributed to Amity, Beaverton, Bend, Canby, Cave Junction, Eugene, Forest Grove, Hood River, John Day, Medford, Milwaukie, Oregon City, Portland, Salem, Sheridan, Springfield, Sutherlin, Tigard, and Troutdale with more orders to be filled as printing is completed this Friday. With the proliferation of email usage, on average, only 30% read their emails. YOUR HELP IS NEEDED to spread the word about the Referendums and Petition availability. Our main (and least expensive) form of communication is by email. Please forward this email and future emails to Christian friends and associates wherever they are in Oregon. The following is an update to let CWA members know what the results have been regarding the bills in which CWA of Oregon took some sort of position and/or actively pursued defeat or passage of a bill. We knew from the outset of the session it was going to be a difficult year to pursue family based legislation because of the very liberal makeup of the legislature and the governor's office. As this report will show it was even more difficult to defend family and Christian values in churches, schools, businesses and organizations then we thought it would be.
House Bill 2459: makes English the official language of the state. CWA of Oregon endorsed this bill.
House sponsors are Reps. Donna Nelson, R-McMinnville; Brian Boquist, R-Dallas; Kevin Cameron. R-Salem. Senate sponsors are: Senators Jason Atkinson, R-Grants Pass and Senator Gary George, R-Newberg. Rep. Donna Nelson, chief sponsor of the bill, stated such a move is necessary because a common language is necessary to unite diverse people. Rep. Nelson said incoming calls have been 95 percent favorable with calls from both Republicans and Democrats. The bill was referred to the House Elections, Ethics and Rules Committee.
Status: This bill died in committee despite much public interest and many calls. Chairwoman, Rep. Diane Rosenbaum, chose not to conduct a public hearing and stated HB 2459 is not a high priority, and the bill is essentially dead in committee at this time.
SB 2: SO-CALLED ANTI-DISCRIMINATION BILL
This bill would have granted special minority status to gay, lesbian, bi-sexual and transgender individuals.
CWA of Oregon opposed this bill for the following reasons:
It contained inadequate protection of our rights as Christians; It contained inadequate protection of churches and religious organizations; It allowed judges to define the primary purpose of a church; It included not only gays and lesbians, but also bi-sexual and transgender individuals and "perceived sexual orientation;" It would have required more "diversity" education in public schools, and It would have put businesses at risk of erroneous lawsuits.
A public hearing was held on this bill on March 12, 2007, at the Capitol in a jam-packed hearing room where many Christians young and old came to testify. Some came from as far away as Bend and Portland. There were many pastors, attorneys, organizations and just plain folks who came to present their concerns, especially about the threat to the religious liberty of church and related church organizations. The First Amendment regarding freedom of religious expression was cited many times. In spite of all the opposing views on SB 2, it was readily passed out of committee; it seemed that this was the apparent intent of the committee from the beginning. The bill was then sent to the Senate Floor for a second reading and vote.
THE BILL PASSED EASILY IN THE SENATE AND WAS REFERRED TO THE HOUSE FOR A FIRST READING.
House speaker Jeff Merkley then referred SB 2 to the Elections, Ethics and Rules Committee chaired by Rep. Diane Rosenbaum. A public hearing was held on March 12. Well over 700 people attended, and the Hearing Room and five overflow rooms were totally packed as well as the hundreds in the Galleria section of the lobby. The ratio of opponents to the bill to supporters was at least 4 to 1 and acknowledged by even the Statesman Journal. The opponent speakers ran well over 130 and included many pastors and attorneys as well as youth leaders and everyday citizens who felt very strongly about the issues. In spite of the overwhelming opposition, the bill was moved out of committee that evening and to a work session the next day to "iron out some of the problems" with regard to the violation of First Amendment rights of churches and organization. As one pastor who was also an attorney put it. "The church will not take it."
After many hours of discussion and some concessions during work session, there was an amended version of the bill which many felt was not adequate so 500 pastors and church leaders came to Pastor's Day at the Capitol and talked and prayed with all 60 House representatives. In addition, Restore America presented over 17,000 signatures a petition called "Stop the Bill Oregon." CWA of Oregon also presented packets to House members in opposition to the bill and put out an Action Alert to members. The switchboards were jammed with citizens representing CWA of Oregon, Oregon Family Council, Restore America and others. One representative told us he had 650 e-mails and over 400 calls and wanted to reassure us he was voting "no" on SB-2. However, the original intent by the newly elected Democratic majority in the House was to pass this bill which they did with a narrow vote with all Demos voting "yes" along with three Republican legislators.
SB-2 BACK TO THE SENATE BECAUSE OF THE AMENDMENTS:
It passed the Senate easily and was signed by President Peter Courtney and forwarded to the governor's office for his signature.
SB 2A was signed on May 9, 2007, by Governor Kulongoski along with HB 2007A
REFERENDUM PETITIONS FILED AND APPROVED
Many citizens and groups were not happy with the amendments and the passage of a domestic partnership bill HB 2007 as a companion to SB 2. These bills were considered in direct opposition to the will of the people who passed Measure 36, and many felt the legislature rammed these bills through in spite of the opposition expressed by the public. Therefore, a coalition called Concerned Oregonians, 15685 SW 116 Ave, PMB 299, King City, Oregon 97224 was formed to stop these legislative rulings from taking place.
CWA OF OREGON WILL UPDATE YOU ON HOW TO BECOME INVOLVED AS SOON AS THE PETITIONS ARE APPROVED
HB 2007: HB 2007 would amend the Oregon marriage laws and potentially legalize same-sex marriage by labeling it a civil union as they attempted to do under SB 1000 last term.
CWA of Oregon strongly opposed HB 2007 for the following reasons:
It included benefits that simply cannot apply to same-sex relationship such as benefits tied to the federal government;- It threatened traditional marriage as the standard for raising children, and
It ignored the will of 57 percent of Oregonians who voted to preserve the legal definition of marriage as only between one man and one woman under Measure 36.
HB 2007 was heard in the House Rules Committee on April 12 along with SB-2 and was sent to the House Floor on April 17 where it passed with a 34 "yes" vote to a 26 "no" vote and was referred to the Senate on April 18 for an April 25 Hearing and Work session. Due to opposition a basic change was made to the bill. It changed its image by becoming a Domestic Partnership bill with little change to the content.
STATUS: HB 2007A WAS SIGNED BY GOVERNOR KULONGOSKI ON MAY 9, 2007 ALONG WITH SB 2A BUT A REFERENDUM PETITION HAS ALSO BEEN SIGNED ON THIS BILL TO STOP THIS BILL FROM TAKING EFFECT.
SB 776: This bill was presented by request of Planned Parenthood Advocates of Oregon, NARAL, and Pro-choice Oregon.
It is a dangerous and unnecessary bill that is an outright attack on the ministry of all Pregnancy Resource Centers in Oregon. This bill is a high priority for Planned Parenthood and liberal pro-abortion Democrats in the Legislature.
CWA of Oregon strongly opposed this bill for the following reasons:
It could ultimately be used to shut down pro-life pregnancy resource centers in the state; Under this bill, the Department of Human Services would be required to collect and study data on all aspects of the state's pregnancy resource centers. It would establish a toll-free number allow online complaints for the DHS to track and investigate any or all pregnancy centers; The bill would also examine the religious affiliations and counseling methods used by pregnancy counseling centers; This legislation claims that pregnancy centers are using "deceitful tactics" to mislead and manipulate women into choosing life over death; It is an unprecedented intrusion by government into private charitable activity without due cause, and Oregon's pregnancy resources centers receive no state funds. It is a one-sided investigation with a built-in bias.
SB 776 was a clear attempt to build a case for regulating and closing pregnancy counseling centers in Oregon. This is also part of a national attempt to do so.
STATUS: AFTER MUCH OUTRAGE AND MANY CALLS TO MEMBERS OF THE SENATE, SENATE PRESIDENT PETER COURTNEY PROMISED TO WITHDRAW THE BILL.
AS OF THIS DATE IT APPEARS TO HAVE DIED IN THE SENATE RULES COMMITTEE, BUT WE WILL KEEP YOU POSTED IF IT GETS NEW LIFE.
HB 3547: AMENDS THE STATE CONSTITUTION AND ALLOWS STATE OR LOCAL GOVERNMENT TO USE ITS REGULATORY POWER TO RESTRICT "STRIP ACTS" (defined)
A Hearing was held on April 30, 2007, before the House Judiciary Committee with a subsequent work session and referral to the House Rules Committee on May 4, 2007, where it is still waiting for referral to the House Floor for vote.
CWA of Oregon strongly supports this bill and initiated an Action Alert requesting calls to your representatives to request this bill be moved to the House Floor for a vote. The Rules Committee will need a lot more calls and e-mails to prompt them to act.

A constitutional attorney says instead of thanking American veterans for their service, the American Civil Liberties Union is "dishonoring" them by attacking their memorials across the United States.
Hear This ReportThe American Legion has announced that it is teaming up with the Alliance Defense Fund (ADF) and Liberty Legal Institute in a campaign to fight ACLU efforts to remove religious symbols from war memorials. The ACLU has already filed suit to remove crosses at veterans' memorials, like the Mt. Soledad cross in San Diego and the Sunrise Rock cross in the Mojave Desert, which is now covered by a box.
At a press conference at the National Press Club in Washington, DC, Liberty Legal attorney Hiram Sasser accused the ACLU of engaging in "a war against honor and valor." He said it is "inconceivable in a time of war such as now that the ACLU and others would be attacking the memorials, the very symbols of honor and sacrifice of our national heritage.

This morning, Kutztown University (Pennsylvania), exhibited intolerance and hostility towards the gospel. Shortly after we began ministering at Kutztown University a crowd of approximately 400 to 500 students surrounded the team of Gospel preachers.

Even though this is a state university and a classic free speech venue, the university police force ordered the Christians to leave the campus immediately. The police then, at the urging of a hostile crowd, arrested two preachers from the ministry team. As the remainder of the team left with police escort, they were followed by several hundred angry and profane lovers of tolerance. The ministry team is a unified outreach of several gospel ministries from across the nation. The two team members who were arrested were charged with disorderly conduct. One university police officer was relieved of his immediate duties and then suspended when he questioned the Constitutionality of participating in the obvious discrimination of the Christian group. He is now awaiting further disciplinary actions.
"OFFICER UPDATE" On April 26, Officer Steve Armbruster was called upon to appear for a disciplinary meeting. He was given 5 days with no pay. He has served with the Kutztown University police for 15 years.

The Democratic leaders of the House Energy & Commerce Committee have reportedly decided to kill the abstinence education program this year in favor of so-called "comprehensive" programs that emphasize "safe sex" and contraception. Abstinence education programs have been shown to effectively reduce the risks of out-of-wedlock pregnancy and the incidence of sexually transmitted diseases. They teach teenagers that saving sex until marriage and remaining faithful afterwards is the best choice for health and happiness. However, the Democratic leadership wants to replace that message with federally-funded contraceptive sex education programs that fail to teach young people about the dangers of STDs and extra-marital sex, as well as the inefficiency of contraception. As a result, we could end up with programs like Boulder High School in Colorado where a guest speaker told students as young as 14 to go have sex. The National Abstinence Education Association is touting a new Zogby International poll that shows American parents favor abstinence education over comprehensive sex education by a two-to-one margin. Germany Unrepentant Over Holocaust?

I just read the story of how the German government wants to put the parents of six children in jail because they are home-schooling their kids. Juergen and Rosemarie Dudek have already paid a fine over the situation but to the prosecutor in the German state of Hesse, that’s not good enough. A recent World Net Daily article said “A family's failure to follow the mandatory school attendance laws violates not only administrative regulations, but the criminal code.”
Did you catch that? The government of modern day Germany says that it’s a crime to home-school your own kids. In other words, Germany is legislating thought-control. That is the same type of attitudes and practices that were prevalent in pre-W.W.II Germany. That is the same arrogant attitude the Nazis had. That tells me that to some extent, Germany is not repentant over the holocaust because they are marching back to the very same type of practices that led them down that path. How can they be repentant when they act as they did then?
Night of Broken Glass?
Kristallnacht, more commonly known as The Night Of Broken Glass, was when many scholars think that the persecution of Jews in Germany really began. Most Jewish stores had their windows smashed and many Jewish-owned stores were burned to the ground. That is when the state sanctioned pogrom began. In the end, at least six and a half million Jews were murdered. But before that, thought and speech control was already official state policy so that when the time came to implement the gas chambers, no one spoke out. Germany is approaching that point again.
You might say that such a thing could never happen again. Of course it can, and in 1933 Germans and even most Americans said the same thing. When a government legislates thought and speech control, tyranny is soon to follow. In the recorded history of the world it has always been that way. For example, Communist Russia, Nazi Germany, Imperial Japan, Rome, Iran under the Shaw, Cuba under Castro, just to name a few. Is the new German Republic soon to be added to that list? Should Germany persist in persecuting home-schooling parents so that the government can tell the children what to think and what not to say, tyranny is soon to follow.
A person’s actions tell you what they believe. Likewise, a government’s laws tell you what the leaders believe. The WND article says “The philosophy that the government knows best how to raise children is really becoming a worldwide phenomenon," Farris said. "I think Germany represents the edge of the night that's coming.” Indeed. Germany has not learned from the lessons of its own recent history.
You can tell who and what a government opposes by the people they imprison. And Germany is jailing Christian home-schooling parents.

1) Tell the German Ministry of Education that that putting these parents in jail for home-schooling their children is wrong and reminds you of what was practiced in pre-war Nazi Germany. CNN host Lou Dobbs is a man of strong opinions - but last week he offered a wrong opinion. Dobbs challenged the First Amendment rights of pastors and asked his viewers in an online poll whether they believe "churches and religious institutions that engage in political activity should have their federal tax exemptions revoked." He attacked church leaders for speaking out on the immigration debate.
There is much disagreement on immigration, but these leaders have every right to express their views. Last year, Lou Dobbs said the "intrusion of religion into our political lives, in my opinion, should be rejected in the same fashion that we constitutionally guarantee government will not interfere with religion."
Throughout American history, church leaders have spoken out on the vital moral issues of the day - whether it be slavery, civil rights, or in defense of the family and the dignity of human life. One of the enduring lessons the Reverend Dr. Martin Luther King, Jr. taught is the power a religious community can have in society. Reverend King said, "The church must be reminded that it is not the master or the servant of the state, but rather the conscience of the state. It must be the guide and the critic of the state. If the church does not recapture its prophetic zeal, it will become an irrelevant social club without moral or spiritual authority."
Please contact Lou Dobbs today and tell him that our pastors aren't second-class citizens who lose their constitutionally guaranteed right to free speech upon entering the pulpit. Voices of faith have been a powerful force for positive change and play an irreplaceable role in society. Removing those voices will only contribute to society's fall.

Gov. Ted Kulongoski signed legislation Wednesday that adds Oregon to the list of states allowing gay couples to enter domestic partnerships, The Associated Press reported.
The domestic-partnership measure will allow same-sex couples to gain many of the legal benefits of marriage.
In addition, Kulongoski signed a bill that gives homosexuals special rights by making sexual orientation a protected class.
Family advocates say they plan to launch a petition drive to refer both measures to the November 2008 ballot.

In a moment of high political drama last Thursday, the President informed the House of Representatives that if Congress passed the hate crimes bill they were gathered to debate, his top advisors recommended he veto it. His warning reassured frightened lovers of freedom that, regardless of the actions of headstrong Democrats, our Commander in Chief could bring the hate bill to nothing.
Bush powerfully explained his opposition to the hate bill. His words showed that he’s well-informed about H. R. 1592’s redundancy and dangers. His explanation is probably similar to what he said as governor of Texas, when he vetoed the Anti-Defamation League’s state hate law.
Despite the president’s reassuring promise, disturbing questions remain. During his first term as president, Bush said he would approve “modified” hate crime legislation. So we have to wonder whether he’ll approve a “modified” federal hate law now.
What would a “modified” hate bill look like? By 2003 the hate bill suffered three defeats at the hands of Republicans. So its advocates offered a compromise: they would “modify” the hate bill. Up to that point, Sen. Orrin Hatch had steadfastly opposed the Hate Crimes Prevention Act. Yet he accepted the Democrats’ compromise and soon made a stunning announcement: he now supported the hate bill! He said it had been “modified” to ease his primary fear, that no checks and balances were available against rampant hate crime indictments from the federal government. The “modified” bill required that the federal government take no action without approval from the U.S. attorney general and his or her subordinates; Hatch, satisfied with compromise, joined with Sen. Edward Kennedy in promoting hate bill passage in the Senate.
But if a president as corrupt as Bill Clinton appoints an attorney general of the same character, like Janet Reno, then Hatch’s supposed check on federal power is useful as a Kleenex in a flood. Instead, Hatch blathered that America “should grow up and pass the hate bill.”
In the months following 2004 passage of the Kennedy-Hatch hate crimes amendment in the Senate, Hatch sobered and returned to opposition of the federal hate crimes legislation. He must have realized he had been carried away by a superficial “modification” without freedom-saving substance. In fact, the new ADL hate bill was even worse than the original! It allowed the federal government to intervene in hate crime trials whenever it didn’t approve of the verdict. It also granted federal jurisdiction for any felony or violent crime in the nation, not just hate crimes!
What do we learn from the snookering of Hatch? It could happen again. ADL, desperate to finally pass their dream legislation, could well offer Bush the “modified” version he once said he would pass.
But however ADL and the Democrats might prune a modified bill, it will still contain their poisonous essentials. First, it will include the terms of the original 1969 federal hate bill. This empowers the government to prosecute anyone who attempts to verbally “intimidate” a homosexual away from enjoyment of privileges or professions (including as a clergyman, Scout leader or P.E. coach) he desires. Second, it will include establishment of a bias-motivated justice system in America, where bias motivating a crime (such as refusal to rent an apartment to a homosexual or hire him as a youth director in your church) becomes justification for federal prosecution in the states. Lastly, even a modified bill will unify federal and state jurisdiction in law enforcement. This is the definition of a police state.

State officials in New York have filed a new policy to allow religious groups to rent public space after attorneys with the Alliance Defense Fund (ADF) filed suit.
Robert Miskowski, pastor of Relevant Church, asked to use the Dulles State Office Building for Easter services. His request was denied by a state official, who said allowing a church to use a state building would be a violation of separation of church and state.
ADF filed suit March 27; state officials published the new policy in April.
Matt Bowman, legal counsel for ADF, said the new policy puts the state in compliance with the Constitution.
“Christian groups are entitled to the same fair and equal access rights as any other group,” he said. “We are pleased that the new policy will ensure that churches and religious groups throughout the state of New York will no longer find themselves singled out for unlawful discrimination.”
In light of the new policy, ADF filed a voluntary dismissal of the suit.

Bush was showing them how to do it right. The President's week started with a veto of the Democratic leadership's attempt to set a timetable for the cessation of history in Iraq. This was followed by a veto threat from his senior advisors on yesterday's clearly unconstitutional "hate crimes" legislation. To top off his week, after officiating at a National Day of Prayer event, President Bush sent a warning to the pro-abortion Democratic leadership: "I believe it is the most basic duty of Government to guard the innocent. With that in mind, I will veto any legislation that weakens current Federal policies and laws on abortion, or that encourages the destruction of human life at any stage." I want to thank all our constituents who signed FRC's petition requesting this letter from the President and also thank the many congressmen and senators who sent a letter requesting the same action. President Bush's decisiveness is cementing his positive impact on a return to a culture of life for this nation. In times of war and suffering, people find comfort and strength in their faith. Yet, as Christians, we know that sometimes faith can be hard to sustain. Yesterday, May 3, was the National Day of Prayer and President Bush took the opportunity to invite members of the military to the White House and let them know a grateful country was praying for them. As we include our service men and women in our prayers, it is important to lift up a prayer of thanks and gratitude for those of various denominations who serve as military chaplains. To maintain one's faith in the face of great evil is one of the hardest challenges that believers face, and to help others maintain theirs can seem an almost impossible task. A recent article in Newsweek details the brutal experiences that military chaplains deal with in fulfilling their divine calling. From putting ice on the bodies of dead soldiers when the mortuaries are too overwhelmed to take them to dodging bullets from snipers, the chaplains face a daily trial few of us will ever know. This week, as our nation acknowledges prayer and devotion to God as our source of strength, let's pause and acknowledge those who stand strong for Him and for His people.

President Vows to Veto Any Bill that Calls
for Destruction of Life
Letter to congressional leaders says he’ll stand strong for all stages of life.
President Bush, in identical letters to Speaker of the House Nancy Pelosi and Senate Majority Leader Harry Reid, wrote, “I will veto any legislation that weakens current federal policies and laws on abortion, or that encourages the destruction of human life at any stage.”
Every child, he said, deserves life and the protection of the law.
“I am writing to make sure that there is no misunderstanding of my views on these important issues."
He affirmed that the U.S. was founded on the belief that every person has rights, dignity and matchless value. Medicine does not have to be in conflict with the ethical imperative to protect life.

Brendan Daly, a spokesman for Pelosi, said she characterized the president’s message as a broad threat “to veto any pro-choice legislation.”
“Instead of trying to work with Congress,” Daly told The New York Times, “he’s trying to threaten Congress, and that won’t work.”
Tony Perkins, president of the Family Research Council, said Pelosi is out of step with America: U.S. taxpayers do not want to fund the killing of human life.
"The president's legacy in support of a culture of life is solidified with this letter,” he said. “This veto promise and his opposition to further taxpayer funding of destructive human embryonic stem cell research -- coupled with two successful Supreme Court nominations of judges who will uphold the U.S. Constitution --should send a clear message to Democratic leadership that any attempts to further push their abortion agenda will be stopped at the door.”
Dr. James C. Dobson, founder and chairman of Focus on the Family Action, said the president has proven to be a friend of the pro-life movement as well as a protector of millions of innocent lives.
"President Bush is not the first man to occupy the Oval Office who talked about valuing preborn life,” Dr. Dobson said, “but no administration has backed up those words with as much consistent policy support as his has.”
The letter demonstrates the depth of the president's core conviction that all human life, at every stage of development, is sacred, Dr. Dobson added.
“His stance is a shot across the bow to congressional liberals who think their path to forcing taxpayers to fund abortion and destructive embryonic stem-cell research is now unimpeded since they are in the majority,” he said. “When it comes to any law that would endanger a human life, President Bush has made it clear: The buck will stop with him."
Dr. and Mrs. Dobson are in Washington, D.C., this week for observances of the National Day of Prayer.
Gary Schneeberger, senior media analyst for Focus on the Family Action, said the Dobsons were encouraged with all they’ve seen over the past few days.
“Not only was there excellent turnout by elected officials for National Day of Prayer events, but the president's bold moves on announcing his plans to veto the unnecessary hate-crimes bill and then sending this letter, give the Dobsons – and should give all of us – tremendous hope for the future.”

Some bad news and some good news. The "Thought Crimes" bill, H.R. 1592, passed the House of Representatives yesterday 237-180, but the White House issued a strong statement against it indicating a likely presidential veto of the bill. Your calls to the White House made a difference! (AFTAH and then CWA led the way in publicly calling on President Bush to clarify his stance on Hate Crimes.)
Now we need to keep calling the White House to urge a similar promise to veto the "ENDA Our Freedom" bill (Employment Nondiscrimination Act) — which would force religious business owners with 15 or more employees to violate their conscience to accommodate homosexual and "transgender" agendas in the workplace. H.R. 1592 – Local Law Enforcement Hate Crimes Prevention Act of 2007
(Rep. Conyers (D) Michigan and 171 cosponsors)The Administration favors strong criminal penalties for violent crime, including crime based on personal characteristics, such as race, color, religion, or national origin. However, the Administration believes that H.R. 1592 is unnecessary and constitutionally questionable. If H.R. 1592 were presented to the President, his senior advisors would recommend that he veto the bill.
State and local criminal laws already provide criminal penalties for the violence addressed by the new Federal crime defined in section 7 of H.R. 1592, and many of these laws carry stricter penalties (including mandatory minimums and the death penalty) than the proposed language in H.R. 1592. State and local law enforcement agencies and courts have the capability to enforce those penalties and are doing so effectively. There has been no persuasive demonstration of any need to federalize such a potentially large range of violent crime enforcement, and doing so is inconsistent with the proper allocation of criminal enforcement responsibilities between the different levels of government. In addition, almost every State in the country can actively prosecute hate crimes under the State's own hate crimes law.
H.R. 1592 prohibits willfully causing or attempting to cause bodily injury to any person based upon the victim's race, color, religion, or national origin, gender, sexual orientation, gender identity, or disability. The Administration notes that the bill would leave other classes (such as the elderly, members of the military, police officers, and victims of prior crimes) without similar special status. The Administration believes that all violent crimes are unacceptable, regardless of the victims, and should be punished firmly.
Moreover, the bill's proposed section 249(a)(1) of title 18 of the U.S. Code raises constitutional concerns. Federalization of criminal law concerning the violence prohibited by the bill would be constitutional only if done in the implementation of a power granted to the Federal government, such as the power to protect Federal personnel, to regulate interstate commerce, or to enforce equal protection of the laws. Section 249(a)(1) is not by its terms limited to the exercise of such a power, and it is not at all clear that sufficient factual or legal grounds exist to uphold this provision of H.R. 1592.

Strange, very strange. You might even say queer. Obviously, in the minds of some homosexual activists, the gap between how much actual (violent) "hate" exists and what they BELIEVE exists is so great that they feel the need to manufacture "antigay hate crimes" against themselves. Now, you say, sure, there are fringy "gay" zealots who do this sort of thing, just like there are nut jobs in every movement. Agreed. But these phony "hate crimes" keep surfacing, again and again and again — to the point where they are no longer freak occurrences but rather a symptom of a bankrupt ideology built upon a counterfeit foundation of "gay" victimhood.
The serious side of this, as we're debating federal "hate crimes" legislation, is that activists on the Left know they can get scads of police and media attention by crying "hate," and blaming their manufactured "crimes" on — you guessed it — religious conservatives. In Detroit, a homosexual man allegedly claimed (before his death) that he was attacked by someone yelling anti-gay slogans — and immediately Matt Foreman of the National Gay and Lesbian Task Force issued a vicious statement blaming pro-family Michigan advocate Gary Glenn for the "murder." As it turned out, there was no "hate crime"; an autopsy revealed that the man, who had mental health problems, died of natural causes. (We're still waiting for the Task Force to apologize to Glenn. Ditto for the homosexual groups that years ago tried to blame Matthew Shepard's murder on pro-family groups that were running an ad campaign featuring "ex-gays.")
The Left – engulfed in its own brand of hatred toward wholesome, pro-family positions on abortion and homosexuality – may be going overboard in its crude attempts to manipulate the politics of "hate." Too bad it will probably take a few dozen more phone "hate crimes" for the liberal media to catch on that most of this "antigay" victimization is manufactured hype.

Gay rights march canceled after police say attack wasn't hate crime
MOORHEAD, Minn. (AP) — A gay rights group is canceling a planned rally on the Minnesota State University Moorhead campus.This after police say a previously reported assault was not a hate crime.
The Fargo-Moorhead Ten Percent Society says it supports the decision of Moorhead police and it will be canceling it's march planned for Thursday night.
Edina native Paul Marquardt had reported that he was taunted for his sexual orientation and attacked by four men last week.
But Moorhead Deputy Police Chief Bob Larson says investigators heard a conflicting story.
So they interviewed Marquardt again and he said he didn't hear any anti-gay remarks and believes he was pushed down and injured by unknown assailants.

Christian Coalition of Oregon
The new coalition.
We are reorganizing the Christian Coalition at the State and Federal offices.
Our goal is to be proactive instead of responsive to the politics that affect your
life.
Provide the Citizens of the state a convenient way to contact their legislators
to make your voice count. This will be available for you to contact your
representatives at the City, County, State and Federal government offices when
completed
To provide educational materials to churches that clearly define what your
church can do to help you protect your rights from being encroached upon by
the State and Federal Governments.
* To Represent the Christian view before local councils, state legislatures, and Congress
* To Proclaim our values in the public arena and in the media
* To Train leaders for effective social and political action
* To Inform Christians about timely issues and legislation
* To Protest anti-Christian Bigotry
Our objective is to protect the Christians communities right to worship freely
and to openly preach the Gospel.
To assist us in refining our goals and objectives we will be sending out information and be conducting surveys. This will let us know what you expect and want from the Christian Coalition.
The Coalition is yours we just hold in trust.

President George W. Bush has designated today, May 3, the 56th annual National Day of Prayer. A National Day of Prayer was officially established by an Act of Congress in 1952. Father in heaven, creator of heaven and earth, and LORD of all, including all mankind, we humbly, and with subdued hearts, acknowledge Your wisdom, authority, perfections, and power, over your creation, and over our lives.We acknowledge our sinfulness, and confess our fallen hearts are so easily swayed and duped by sin that we need your guiding hand and grace, your mercy and lovingkindness, every day. Have mercy on us, sinners all, saved only through the shed blood of Him Who died for us, that we might be reconciled to You thorough simple childlike faith, and filled with your Holy Spirit and life abundant. Forgive us LORD for not walking in righteousness before You and those around us who know you not. Forgive us LORD for not acknowledging the power of the Holy Spirit within us to demonstrate your redeeming love and life, that our neighbors might come to a saving knowledge of Jesus Christ. And forgive us LORD for being silent when our courts have ruled wrongly, exalting sin when they should be upholding righteousness. Forgive us LORD when we could have and should have exercised our blood bought freedoms to ensure righteousness in the halls of our government, for the protection of the people, and we did not. Have mercy on us now, in this evil day. Open our eyes to see that your judgement is upon our nation as a result of our timidity and faithlessness, and the resultant exaltation of evil. Deliver us now Oh LORD! Bring us to our knees once again as a people, that we might turn again to You, the Source of all blessing, the Giver of every good gift, the restorer of our souls. Raise up men and women who fear you and not men, who walk before men in such holy anointing that your Spirit will not be denied, and your Will, established once again in America. In our Savior's Name we pray. Amen. "Woe to those who call evil good, and good evil; who substitute darkness for light and light for darkness; who substitute bitter for sweet, and sweet for bitter!"
